Fractional Growth Marketing Consultant
OVERVIEW
Work for America is a nonpartisan nonprofit working to solve the government staffing crisis by helping state and local governments recruit, hire, and inspire the people they need to deliver for their communities. We believe that public service should be a desirable, accessible, and stable career path for Americans from all walks of life.
From launching Civic Match, a national platform connecting mission-driven talent with government jobs, to helping cities modernize hiring systems and tell a more compelling story about public sector work, Work for America is making it easier for great people to serve, and for communities to thrive. Our work has been recognized by The New York Times, Wall Street Journal, Bloomberg, and TIME for its innovative approach to rebuilding the public workforce. Read more here.
As part of this work, Work for America is seeking a Growth Marketing Consultant to own how we communicate to the core audience Civic Match depends on: people building or rebuilding careers in public service.
PURPOSE OF THIS RFP
Work for America is seeking proposals from qualified individuals to serve as a fractional Growth Marketing Consultant. This is a hands-on role: as the first growth marketer supporting Work for America, the selected consultant will build the growth marketing playbook for this function. We're looking for someone with proven end-to-end experience in growth marketing at a startup or other high-growth environment who is excited to apply their expertise to a fast-moving, purpose-driven nonprofit.
The selected consultant will own growth end-to-end for jobseekers using Civic Match (“candidates”), from acquisition to lifecycle communications. By the end of the first year of this work, we expect our funnel to grow to 50,000 new registered candidates. This requires someone who can both build strategy and execute against it.
SCOPE OF WORK
Candidate Growth
Own the strategy, execution, and ongoing optimization of the candidate acquisition funnel.
Own overall growth targets for the candidate funnel, including tracking and reporting on key metrics
Develop acquisition and activation growth strategies (paid and organic) across social and other earned channels
Diagnose the candidate funnel and own optimization through ongoing testing and experimentation
Analyze funnel performance and channel effectiveness; use data to inform decisions and surface insights for leadership
Co-Marketing and Partnerships
Build and manage external partnerships that expand candidate reach and drive growth.
Build and manage co-marketing partnerships with civic organizations, universities, professional associations, and alumni networks
Develop joint campaigns and activations with partners to drive candidate growth and expand reach
DESIRED QUALIFICATIONS
Work for America is seeking a consultant with the following experience and capabilities:
Expertise in growth marketing, ideally at a startup or organization where the growth marketing function was still being built
Strong analytics competency: comfortable working in marketing analytics tools, interpreting funnel and channel data, and building reports that inform strategy
Experience building and managing external partnerships, including co-marketing campaigns and joint activations from outreach through ongoing relationship management
Strong written communication skills across formats and audiences
Familiarity with marketing platforms like HubSpot; able to build and manage flows, not just send campaigns
Comfortable working without a lot of structure – able to identify what needs to happen and get it done, while communicating clearly and collaboratively with the team along the way
Genuine interest in public service; a government background is not required, but candidates should be able to speak to why this work matters to them
Nice to have: Experience at a two-sided marketplace or talent platform. Background in civic tech, workforce development, or mission-driven organizations. Experience managing outside agencies or consultants.
This is a fractional role where someone will be expected to collaborate closely with teammates across the organization. As such, we are seeking an individual contributor for this role. Solo practitioners, individuals operating through an LLC, and firms may all apply, but proposals should identify the specific person who will perform the work.
ENGAGEMENT STRUCTURE, TIMELINE, AND COMPENSATION
Engagement type: Independent contractor, fractional
Anticipated term: 3 months
Anticipated compensation range: $7,000–$8,000 per month, commensurate with experience
Location: Remote within the United States
Reporting: The consultant will work closely with Work for America’s VP, Civic Match
Contractor is responsible for their own equipment, work location, and schedule within the agreed scope.
At this time, we are unable to offer visa sponsorship. All contractors must be currently authorized to work in the United States.
This is an independent contractor engagement (1099); WFA will not withhold taxes or provide employee benefits.
Final cadence, workload, and scheduling will be determined collaboratively based on calendars and consultant availability.
HOW TO APPLY
Interested applicants should submit a brief (2-3 pages) written proposal that includes:
A summary of relevant experience and qualifications
A description of the proposed approach to fulfilling the scope of work
Anticipated availability and capacity through November
A proposed budget or rate structure, with a brief explanation of assumptions
Resume(s) or bio(s) of relevant team member(s) - not included in page limit
Optional: One or two relevant work examples or references
Please submit proposals here by August 7th. All questions should be sent to josh@workforamerica.org by August 4th.
